Once the water is in the hollow center of the blocks it can travel quickly downward and does not stop until it hits the footing, base the block sit on. At this point the water will start to leak at the seam where the wall meets the floor or even start to wick it’s way through the block walls, often leaving hard water deposits after things dry out.
